What is a Water Abstraction Agreement?
A Water Abstraction Agreement is a formal contract between the Zimbabwe National Water Authority (ZINWA) and any individual, business, or organization that requires allocation of raw water from ZINWA-managed dams or State-owned water storage facilities.

Statutory Instrument 206 of 2001 explicitly mandates that all users of water from ZINWA-managed facilities must have a formal agreement in place.
"No surface water permit shall be required of a person who wishes to abstract surface water from a water storage works vested in the State or the National Water Authority... but such person must enter into an abstraction agreement with the National Water Authority."
How to Get a Water Abstraction Agreement
Obtaining a Water Abstraction Agreement involves a straightforward four-step process:

Detailed Documentation
Provide comprehensive information including intended water use, location, required volume, and crop details (for agriculture).
Technical Assessment
ZINWA evaluates water availability in relevant dams and reservoirs to ensure sustainable allocation.
Agreement Finalization
Upon approval, both parties sign the official Water Abstraction Agreement, formalizing the allocation.
Billing and Payment
Billing Process:
- Standard billing occurs through monthly installments during the agreement period
- Farmers and seasonal producers can arrange payment schedules aligned with harvest cycles
- Small-volume users may opt for upfront payment of the full allocation cost
- Detailed consumption reports are provided with each billing statement
Purpose of Payments: All collected fees are reinvested into water infrastructure maintenance, dam operations, and system improvements to ensure reliable water supply for all users.
Consequences of Unauthorized Water Use
Using water without proper authorization constitutes a serious offense under Section 118 of the Water Act. Violators are subject to substantial fines, imprisonment, or both. These penalties also apply to users who exceed their allocated volumes.
